Action Update – Assembly Passes AB 363 (Medina); Bill Advances to the Senate

June 2, 2021 – AB 363 (Medina) has been overwhelmingly approved by the California State Assembly. This CNGVC-sponsored bill received bi-partisan support and was passed by a 64 to 3 vote, well beyond the 41 votes it needed to successfully advance. It now moves to the State Senate for further consideration.

The bill originally made specific revisions to the Carl Moyer Program that would have provided additional incentives for eligible mobile source projects and modernized the Voucher Incentive Program (VIP) to further the immediate deployment of clean, heavy-duty low NOx trucks.  The measure was amended when approved by the Assembly Appropriations Committee last month to allow these requested changes to occur once CARB receives funding from the Legislature to do the work. While not ideal, CNGVC looks forward to continuing the conversation on the viability of the Carl Moyer VIP program for low NOx heavy-duty trucks in the State Senate.
